April 1, 2008 

Council met in regular session, following members present: Inmon, Lloyd, Shepherd, Palmer, Shoemaker, Shipman Chief Dorsey, Village Administrator King, Mayor Lowell Etzler and Fiscal Officer Betty Inmon. Also present were Village Solicitor Steve Palmer, Emery and Vera Adams, David Manly and Charlie Hawkins. 

Shipman moved to accept the minutes of March 19, 2008, seconded by Shoemaker. Vote as follows: Inmon Yes, Lloyd Yes, Shepherd, Palmer Yes, Shoemaker Yes , Shipman Yes

Palmer moved to pay bills in the amount of $41,270.87, seconded by Inmon. Vote As follows: Inmon Yes, Lloyd Yes, Shepherd Yes, Palmer Yes, Shoemaker Yes,  Shipman Yes. 

Clerks Report: Clerk explained Ordinance 2008-5. Increase of revenue is due to money from OPWC for Sewer Separation for Beechwood/New Street project. Bank Reconciliation for March and Council bills approved by Council. 

Committee meetings:

 Police Committee will take place after next Council Meeting on April 15,2008

 Inmon reported Spring Cleanup at Cemetery is April 1-April 15.  

Opportunity for citizens to address the Chair: Emery and Vera Adams ask reason of standing water on their property after sewer separation project. Administrator explained that project was not completed and things should improve after grading has taken place. Concerns will be looked at after project completed. David Manly introduced himself as Pastor of Church of Christ and expressed concern for Village participation.  Charlie Hawkins was interested in future plans for Industrial Park.

Police Chief‘s Report: Chief distributed bi-monthly report and will be working with Village Solicitor Palmer on village issues. Chief reported that two (2) officers have volunteered for First Responders Training in Alabama. Chief ask Village Administrator for removal of graffiti on underpass located on Townsend Street. Removal completed.  

Mayor’s Report:  Mayor reported the last pickup of trash for village by Brown’s Trash Removal would be the last week of May and residents are encouraged to contact Allied Waste for pickup starting in June.  Mayor touched base on two (2) letters received from EPA regarding application for funding from Ohio Public Works Commission.

Palmer moved to have first reading of Ordinance 2008-5 by title only, seconded by Shoemaker. Vote as follows: Inmon Yes, Lloyd Yes, Shepherd, Palmer Yes, Shoemaker Yes , Shipman Yes

AN ORDINANCE TO AMEND ORDINANCE 2008-1; AND DECLARING IT AN EMERGENCY.  

Shipman moved to suspend the rules and have second and third reading of Ordinance 2008-5 by title only, seconded by Inmon. Vote as follows: Inmon Yes, Lloyd Yes, Shepherd, Palmer Yes, Shoemaker Yes , Shipman Yes

Palmer moved to adopt Ordinance 2008-5, seconded by Shipman. Vote as follows: Inmon Yes, Lloyd Yes, Shepherd, Palmer Yes, Shoemaker Yes , Shipman Yes

Shoemaker moved to have reading of Resolution 2008-R-1 by title only, seconded by Palmer. Vote as follows: Inmon Yes, Lloyd Yes, Shepherd, Palmer Yes, Shoemaker Yes , Shipman Yes

Shoemaker moved to enter into executive session at 8:28 PM to discuss personnel matters, seconded by Shipman. Vote as follows: Inmon Yes, Lloyd Yes, Shepherd, Palmer Yes, Shoemaker Yes , Shipman Yes. 

Shipman moved to enter back into regular session at 8:50 PM, seconded by Palmer. Vote as follows: Inmon Yes, Lloyd Yes, Shepherd, Palmer Yes, Shoemaker Yes , Shipman Yes

Before adjourning, Council Member Shepherd asks if Village would pay for lumber used to make several benches at dugouts. Approved.  He also reminded Council that April 1st begins the youth baseball and a dumpster from Allied Waste should be place at park during this time.

Council Member Inmon asks if resident could train dogs at lagoons. Chief Dorsey asks that residents contact Police Department before going into lagoon area.  No firearms would be involved.   Approved.  

Council Member Lloyd questioned tree removal for resident. Removal by Village if on tree lawn or growth of tree in way of power lines.  Council Member will contact resident for information.
